Resurfacing lasers are used to encourage the skin to make new collagen. This allows the skin to tighten and become more elastic. Since the aging process causes individuals to lose collagen faster than their body replaces it, this can help slow down or stall some of the skin-related effects of aging. This includes hooded eyes. Laser treatments are often cited as a good alternative to surgery for an eye lift. In addition to causing extra collagen production, the procedure smooths the skin so that it appears more even-toned and firm. 

It reduces the appearance of sagging and loose skin around the eyes, which can help with hooded eyes, wrinkles, and eye bags. If individuals do have drooping skin on their eyelids that causes their eyes to have a hooded appearance, sometimes the most effective treatment is to combine resurfacing lasers with traditional eye lift surgery. During the laser treatment, a laser will target specific areas of the patient's skin while leaving other places untouched. Their body will then be stimulated to make more collagen in the targeted areas, tightening the brows and lifting the drooping areas.
